Steam is a gaming platform ie, of course it is a service and does not provide technical frameworks, libraries or drivers for running anything. These are all installed separately on your system as needed.

If Steam freezes and stays in a suspended state, you will not be able to run games or use other Steam features. Usually, when apps freeze, they tend to do so because the system resources are too heavy. The app enters a waiting state where it waits to release the resources so it can use it.
Steam not working (FIXES)
If Steam is stuck in its unresponsive state, try the following solutions.
1. Stop the force and restart
Steam, like most Windows apps, will try to recover from its suspended state but if it fails (and crashes / stops), the recovery will never end.
- Steam Open and let him enter the suspended / unresponsive state.
- Right-click on the taskbar and select Executive Manager from the context table.
- Go to Process tabs.
- Select Steam and click on the last action.

4. Turn off VPNs and proxies
If you use a VPN or proxy service on your systemm, see disabling it and then running Steam. While Steam doesn’t typically block VPNs or proxies, the VPN / proxy may be blocking URLs that Steam needs to access, thus pushing the app to a suspended state.
5. Disable compatibility mode
Steam works well on Windows 10 and does not need to be run in compatibility mode. Doing so may cause the app to not work properly.
- Open File Explorer.
- Navigate to the following place or to any place Steam installation.
C:Program Files (x86)Steam
- Look for and right click on the Steam.exe file.
- Choose real estate from the context table.
- Go to Compatibility tab.
- Uncheck the ‘Run this program in compatibility mode’.
- Click very well and open Steam.
6. Steam Repair
Steam, like many Windows 10 apps, has a repair function that helps solve client and games issues.
- Leave off steam if it is running.
- Tap on the Keyboard shortcut Win + R. to open the run box.
- Enter the following in the Run box, and tap on Enter. Be sure to change the path to the Steam.exe file on your system.
- Once the repairs completed, Steam running normally.
7. Leave controversial apps
Apps can and do struggle with Steam. If you are running any of the following applications on your system, delete them as they are known to cause problems with Steam.
- Deceptive engine
- IObit Starter 8
- Hacker process
- DLL Injectors
- Steam idlers
8. Install and reset Steam
If all else fails, uninstall and reinstall Steam. Your game files will not be rubbed during the uninstall process but if you are worried about them, go ahead and restore them first.
- Open Control Panel.
- go to Programs> Enter a program.
- Select Steam and click on the Uninstall button.
- Once submitted, download and reinstall the Steam client.
